A straw poll on casinos

The state Gaming Control Board does not want to hear what Philadelphia voters think of casinos. Seems the state Supreme Court might not, either.

But we do.

That's why a straw poll on casinos, asking the same ballot question now tied up in a state Supreme Court challenge, will be a big part of the Great Expectations Deliberation Days events in May.

Great Expectations is a joint effort of the University of Pennsylvania and The Inquirer, aimed at encouraging the city to think boldly about its future in an election year.

From May 2 through 6, the project will head into all 10 City Council districts to hold events at which voters will take part in four activities:

A straw poll on the casino issue, with results to be reported in the paper and on the project Web site.

A discussion of the mayoral candidates and issues.

A straw poll on the Democratic mayoral primary.

A Council debate, with candidates answering the audience's questions.

In each of the seven Council districts with contested primaries, those district candidates will debate. In the three others, a group of at-large candidates will appear.

For four years, a ferment has been rising about reforming Philadelphia's politics and its sense of itself.

That ferment has produced the best crop of Council candidates in recent memory. In several districts, such as the 4th, 7th and 8th, there are multiple qualified challengers.

Philadelphia's future doesn't lie in the hands of the next mayor alone. A Council dedicated to the same-old same-old could hinder progress; a fresh-thinking group could drive it.
